Police: Woman arrested after 'hungry and thirsty' child found inside filthy apartment

JACKSONVILLE, Fla. – A 23-year-old woman was arrested Sunday after officers went to an apartment and found horrible living conditions and a "hungry and thirsty" child inside the home, the Jacksonville Sheriff's Office said.

Maria Eldannaoui is charged with child neglect.

According to an arrest report, police went to the apartment in which Eldannaoui was living just before 7 p.m. and observed the sliding glass door to the apartment was broken. Through the window, an officer saw "a hole in the ceiling, bugs on the floor, trash and olden rotten food on the floor. There were several broken windows in the front of the apartment also."

Police said there was no food in the home for the child, and inside the refrigerator, there was a spill that was growing mold.

"There were feces on the floor throughout the apartment along with old rotten food. There were bugs and larva on the floor and on the walls in the apartment," the arrest report said.

Officers said they also smelled marijuana. 

When officers later searched the home, police said, they found two marijuana bongs and three glass crack pipes within reach of the child who was in the home. 

The child said she was "hungry and thirsty," and officers gave her chips and a bottle of water, the police report said. 

According to the Sheriff's Office, Eldannaoui was not the leaseholder, but was just staying in the apartment.

She was booked into the Duval County Jail and ordered held on $50,000 bond.

The Department of Children and Families was notified.
