Police said Russell shot Foster during an argument at the intersection of A. Philip Randolph Boulevard and Jessie Street about an hour after the Jaguars game ended. Police said, however, the killing did not appear to be related to the game.

Russell is described as 6 feet tall and 175 pounds and should be considered armed and dangerous, police said.

Anyone with any information on his whereabouts is asked to call the Jacksonville Sheriff's Office at 904-630-0500 or Crime Stoppers at 866-845-TIPS to remain anonymous and be eligible for a possible reward.
