Mayor-elect Lenny Curry announces top staff

JACKSONVILLE, Fla. – Mayor-elect Lenny Curry announced Wednesday four appointments to his administration as he prepares to take the oath of office next week. Three of the four are no strangers to City Hall.

"As I promised the taxpayers of Jacksonville, it is my intent to bring to government the best and brightest to serve with honor and integrity, and the team that we are assembling represents both great talent and a strong commitment to making our city great," Curry said. 

Mike Weinstein will be director of the finance department. Weinstein, who served as chief financial officer in the administrations of Mayors Ed Austin and John Delaney, was most recently the CEO for Volunteers in Medicine Jacksonville. He served District 19 in the Florida House of Representatives from 2008-2012 and ran unsuccessfully for Florida Senate in 2012.

Weinstein has a law degree from the University of Florida and a masters degree in criminal justice from California State University, and also served as prosecutor and the executive director for the State Attorney's Office in Jacksonville. He has also been a partner at Harris, Guidi, Rosner & Mordecai P.A., where he specialized in government and environmental issues. 

Weinstein will be responsible for leading the city's finance department and be paid $175.000. The CFO in Mayor Alvin Brown's administration paid $157,000.

Allison "Ali" Korman Shelton was named director of intergovernmental affairs. Shelton is the vice president of governmental and public affairs for Stellar, a mechanical, engineering and construction firm headquartered in Jacksonville, where she also directs brand development, public relations, strategic planning and government affairs.

A graduate of Florida State University, Korman Shelton served on the staff of Sen. Jim King when he was president of the Florida Senate. She coordinated policy issues between the Senate president's office and all members of the Florida Senate and the House of Representatives. 

Prior to serving on King's staff, she held positions as senior cabinet and clemency aide to Florida's commissioner of education and worked for the secretary of state of Florida.

Curry said Korman Shelton will lead the team that will represent the administration before the Jacksonville City Council, the state and federal elected officials and governmental agencies.

The job was shared among three employees in Brown's administration. Korman Shelton's salary will be $130,000.

William S. "Bill" Spann was named director of public affairs. Spann joined the Florida Office of Financial Regulation as chief of staff in November 2009. He has managed many improvement initiatives, including creating a strong communications department, a responsive public records function, a human relations management advisory position, flex-work policies and the overall culture for 450 employees in eight statewide offices.

Prior to his role at OFR, Spann served four years as president and chief executive officer of the Associated General Contractors of Greater Florida -- a trade association representing the commercial and general construction building industry.

Spann also served on Gov. Jeb Bush's executive leadership team as chief of staff for the Florida Department of Children and Families. During his three years at DCF, Spann rose quickly through the ranks, serving first as DCF's communications director, then deputy chief of staff, and finally as chief of staff under DCF Secretary Lucy Hadi. 

Spann retired from the United States Navy at the rank of commander in May of 2003. His final duty station was as the director of communications for the United States Naval Academy.

Spann's salary will be $92,500. A similar position in the Brown administration paid $100,000.

Dr. Charles E. Moreland will be Curry's director of community affairs. Moreland is a native of Jacksonville and a 24-year veteran of the Jacksonville Fire and Rescue Department. In 1990 at age 18, he joined the department and has held every civil service rank within JFRD from firefighter, engineer, lieutenant, captain, and district chief. Moreland served as a member of Jacksonville Fire and Rescue Hazardous Materials Team for more than 12 years.

Moreland was named JFRD chief of rescue by Mayor Peyton -- the first minority named as a chief. In 2010, the Jacksonville native went on to achieve yet another first through his appointment as director/fire chief. At the age of 39, he became the youngest person to command the department since the city's 1968 consolidation and the second minority to hold the position of director/fire chief in JFRD history.

Moreland currently is serving as co-chair of the mayor-elect's transition team. Moreland's salary will be $135,000. 

Last week, Curry named Sam Mousa as the city's chief administrative officer. He will be paid $300,000.
