Detectives said Foreman was shot in the head at close range in an attempted robbery.
Sgt. Tom Bingham said police were talking with witnesses who reported suspicious vehicles in the area overnight. They were also reviewing the restaurant's and surrounding businesses' surveillance systems to see if the suspect was caught on video.
The restaurant remained closed the rest of the day as police continued to gather evidence.
"We're cooperating fully with police and will await further details," said Longhorn's regional manager, Pete Sabatino. "We expect to reopen tomorrow."
Foreman's neighbors told Channel 4's Emily Pantelides they were shocked by the slaying.
