JSO: Charges In Some Cases Take Time

JACKSONVILLE, Fla. – Police on Monday announced charges against four people in two separate homicide cases from last year.

Justin Graham, 20, was charged with the Oct. 27, 2007, slaying of 18-year-old Robert Cummings.

Investigators say Graham, Cummings, and a third man -- Roland Mainor -- were all in a stolen car and arguing about which of them would get to keep the stolen car when Cummings was shot and killed.

Cumming's body was found in a vacant lot on Doeboy Street in northwest Jacksonville.

Police used DNA evidence to link Graham and Mainor to the crime. Graham was arrested Sunday and booked in the Duval County jail on charges of murder, grand theft and resisting or opposing a retail merchant.

Jacksonville Sheriff's Office Lt. Pat Ivey said Mainor, 18, who is in a central Florida prison serving a four-year sentence for burglary, will also be charged with murder.

In the second case, Michael Jones, 22, and Victor White, 19, were charged in connection with a robbery and fatal shooting just before Christmas last year.

Police said the pair was attempting to rob 40-year-old Jimmy Bacon and another man on Dec. 21. Ivey said as the two victims ran, Bacon was shot. He was found in the 700 block of Lincoln Court North and later died at a hospital.

Ivey said they identified these defendants as suspects in the two homicide cases rather quickly, but it takes time to gather enough evidence to make the arrests.

"There's a big difference between word on the street ... and getting a case presentable to the state attorney's office and being able to file charges on someone," Ivey said. "Sometimes it takes time."

Jones and White are both charged with murder and being held without bond in the Duval County jail.
