Police said he was meeting with three people who were going to buy guns when the suspects took the guns without paying and shot him.
Antwan Mann, 19, was charged with first-degree murder and robbery with a firearm. Investigators said he was the one who shot Presley.
Mann was already in the Duval County jail because of his involvement with someone who was shot and killed by Jacksonville police in late August during a crime.
Tonee Huggins, 22, and Devonta Mayberry, 18, were each charged with third-degree felony murder and grand theft of a firearm.
Mayberry is also in the Duval County jail in connection with that same police-involved shooting in Jacksonville.
Huggins is in the Leon County jail on an unrelated warrant.
Juanita Wedgeworth, 17, was charged with accessory to murder after the fact.
Investigators said she drove the other three suspects to the apartment complex for the meeting.
