Police said Burney was playing the dice game with other young men when he was shot in the head. He died two days later.
Nearly two months after the fatal shooting, police arrested Whitley, who is charged with first-degree murder.
Police said surveillance video from the town home complex where Burney was killed and text messages Whitley sent to other men about the robbery led to the teen's arrest.
According to the arrest report, Whitley has not admitted to the killing.
Police said more people could later face charges in the shooting death.
"We obviously have enough probable cause so far to charge this first suspect based on the evidence that we have at this point," said Lt. Larry Schmitt, of the Jacksonville Sheriff's Office. "When the additional evidence is obtained, I think we'll have plenty to charge the other ones with murder as well."
