JACKSONVILLE, Fla. – Mayor Alvin Brown has selected Jacksonville's first Military Affairs officer and named the city's new Fire and Rescue chief amid a handful of appointments Wednesday.
Victor Guillory has been selected to serve as Brown's director of Military Affairs, Veterans and Disabled Services, a position created in the mayor's Reform Plan that will streamline communications on policy matters between the mayor's office and Jacksonville's military community.

Guillory most recently has served as the commander of the U.S. Navy's Southern Command as well as the commander of the U.S. 4th Fleet. He is scheduled to begin work with the city on Jan. 16 with an annual salary of $119,000.
Martin Senterfitt was named the city's Jacksonville Fire and Rescue Department chief, effective immediately. Senterfitt began his career with JFRD in 1988. Since July 2008, he has been the city's Emergency Preparedness Division chief. His new salary is $135,000 annually.
The mayor also appointed three other Fire and Rescue division chiefs as well as a new director of employee services. Each of the following positions became effective Wednesday.
Ivan Mote will serve as Division Chief of Rescue with an annual salary of $116,350. Chip Drysdale will serve as Division Chief of Fire Operations with an annual salary of $116,350. Eleanor Byrd will serve as the Division Chief of Training with an annual salary of $116,350.
Jarik Conrad will serve as the city's Director of Employee Services with an annual salary of $120,000. Conrad served as a volunteer staff person on the mayor's personnel transition committee and has been serving as the acting director of the department.
