Police said someone fired a gun during a party on Cocoa Avenue, which is near Atlantic and Southside Boulevards.
According to JSO, the people attending the party were between the ages 17 and 25.
A man who lives in the area said this isn't out of the ordinary.
"I was outside having a cigarette and I heard it and I honestly didn't think much of it. It happens sometimes and it may have just been someone just firing off in the air. I knew there was a party down there or someone just showing off," said Forest Johnson.
Police said they were interviewing multiple witnesses.
"They'll be able to talk to them and get information as to what started this shooting, any type of altercation between the two people or the two groups, if there was a group involved," said News4JAX Crime and Safety Analyst Gil Smith. "Just from their interview they'll be able to understand exactly why the shooting occurred."
Johnson told News4JAX he feels younger people in general don't understand consequences of their actions.
"You act on what you know and all they know are the videos and everything that tell you when someone assaults you, you have to pop off," said Johnson. "You know that's not the way you actually handle things in the real world. Kids just don't know that."
Police have not released the names of the people who were shot. The two people who were shot were taken to the hospital and are expected to survive.
