Sung Sim Lee, 55, is charged with permitting an unlicensed person to practice massage.

According to the Sheriff’s Office, an undercover detective went into the Bamboo Spa and paid for $60 a massage.

During the massage, Richard pointed to the detective’s groin and asked if he wanted that massage, the arrest report said. The detective said “yes” and also asked if she would take her top off. She replied that it would be an extra $60, according to the arrest report.

After the detective handed over another $60, Richard was then placed under arrest, the Sheriff’s Office said.

Investigators said they also discovered Richard did not have a massage license and Lee, the manager of the business, was also arrested.
