Deputies said Gowens and his wife were thrown from the vehicle. His wife was pronounced dead at the scene.
Gowens was taken to UF Health of Jacksonville for treatment after the crash, where he consented to a voluntary blood draw. Deputies said the results of the blood draw revealed Gowens' blood alcohol content was .21, more than twice the legal limit.
A judge issued an arrest warrant for Gowens, who was arrested Wednesday and charged with DUI manslaughter and reckless driving.
He was issued a bond of about $76,000.
