The Better Business Bureau sent a letter to four attorneys general, including Florida Attorney General Pamela Bondi, reporting numerous complaints Thursday against Payless Car Rental, which has a location at the Jacksonville International Airport.
An eastern Oklahoma Better Business Bureau branch claimed to have received 830 complaints about the company from consumers in the past three years. More than 10 percent of the complaints were from Florida and California.

In a letter addressed to attorneys general from Florida, Oklahoma, New Jersey and California, the BBB said the complaints stemmed from three primary areas: billing and collection, sales practices and contracts.
Amie Mitchell, the president and CEO of BBB Tulsa, said the BBB was compelled to alert authorities because of the number of complaints received.

“BBB has attempted to address the pattern of complaints with Payless on several occasions over the past three years,” Mitchell said. “The most recent attempt was on March 29, 2017, in a letter sent by certified mail. The business failed to respond. Because consumers are still coming to us with the same complaints, week after week, we felt we had no choice but to turn this matter over to law enforcement.”
Payless Car Rental is a subsidiary of Avis Budget Group, based in Parsippany, NJ. Avis purchased Payless Car Rental in 2013. In addition, Avis Budget Group owns Avis Rental Car, Budget Rental Car, Budget Truck Rental, Dollar Rental Car, and Thrifty Car Rental. Payless Car Rental has an "F" rating from the BBB.
