JACKSONVILLE, Fla – Two people standing outside their cars on the Monument Road exit ramp from Interstate 295 waiting on a tow truck overnight were struck and killed by a Dodge Neon, according to the Florida Highway Patrol.
Three others injured in the 2:30 a.m. crash were hospitalized at UF Health Jacksonville -- the Neon driver with critical injuries and two other victims with serious injuries.
Troopers said a Mazda 3 and Toyota Camry were pulled off to the side of the exit ramp with a tow truck that had its lights on and when the driver of the Neon -- whose name has not been released -- lost control and struck at least one of the cars and people who were standing outside their vehicles.
FHP says the tow truck driver was not hit and witnessed the crash.
The preliminary FHP report lists the people who died as Jacob Green, 20, and Robert Fisher, 29, both of Jacksonville. Fisher (pictured, left) was listed on Facebook as "in a relationship" with a woman sent to the hospital from the crash: Michelle Eikill.
"He was just very kind and would give you the shirt off his back if you needed it," said Tea Rorstrom, a friend of Fisher. "This is a shock."
Rorstrom worked with Fisher in the past at haunted events for Adventure Landing around Halloween. She said Fisher was very passionate about dressing up in costume and being a haunted character.
The FHP named the others person who was outside the cars injured in the crash as Ryan Mowl, of Callahan.
The ramp from I-295 northbound to Monument Road was closed for about seven hours while the accident was investigated and cleared.
Sgt. Roger Thomas said Florida's Move Over law applies to tow trucks as well as other emergency vehicles.
"Anytime you have medical personnel, police officers and tow truck drivers and road rangers, the move over law applies," Thomas said.
