Neptune Beach city manager fired citing ‘flagrant neglect of duty’ & ‘willful misconduct’

NEPTUNE BEACH, Fla. – Neptune Beach City Manager Stefen Wynn was fired during Tuesday night’s special City Council meeting.
Wynn was sworn in as city manager on Jan. 6, 2020.
Mayor Elaine Brown asked the city’s attorney to review Wynn’s work and determine if he violated the terms of his contract.
At issue is how Wynn handled a massive water tank project and the construction of a new senior center.
Tuesday night, the City Council voted to remove Wynn based on the attorney’s recommendation that there was cause to fire him under terms of his contract for “flagrant neglect of duty” and “willful misconduct which substantially impairs or damages the interests or reputation of the city.”
The council also voted to move the supervision of the city clerk to the council and not the city manager.
