DIA seeking proposals for redevelopment of former Duval County Courthouse site

JACKSONVILLE, Fla. – A portion of the former Duval County Courthouse property along the Downtown Northbank could be redeveloped under a plan in motion by the Downtown Investment Authority.

According to News4JAX partners at the Jacksonville Daily Record, the DIA issued a notice of disposition and is accepting proposals from developers for a 0.8-acre portion of the 2.6-acre property at 330 E. Bay St. Disposition is a process by which city-owned property is provided to the private sector for redevelopment.

In December 2025, the DIA voted to authorize staff to issue the notice of disposition for the western third of the property subject to a final review. That review came during the board’s Jan. 21 meeting, when it allowed staff to proceed with the notice.

DIA CEO Colin Tarbert told board members that he believed the site could be used for a hotel, residential or mixed-use development.

During a meeting of the Jacksonville City Council’s Special Committee on the Future of Downtown earlier this month, Tarbert presented updated concepts and a proposed phased development strategy for the property known as “Ford on Bay,” which sits along the St. Johns River near sports and entertainment venues.

The courthouse was demolished in 2019 after work began in late 2018, but the land has remained largely empty since then. Tarbert told council members the authority is now focused on finding a developer to activate the western portion of the site with restaurants, nightlife and public-facing uses tied to the riverwalk.
