Driver trying to avoid crash hits, kills woman on e-bike in Clay County: FHP

CLAY COUNTY, Fla. – A 23-year-old woman riding an e-bike was killed in a crash in Clay County Saturday evening, according to the Florida Highway Patrol.

Around 7:19 p.m., a minivan was traveling westbound on Constitution Drive near Carter Braxton Rd in Orange Park.

Troopers said the 41-year-old driver steered into the eastbound lane to avoid getting into an accident and struck the cyclist.

Neighbors told New4JAX that the woman killed lived in the neighborhood and was often seen riding the e-bike.

Nicole Mitchell, along with her children, saw the incident happen right in front of her yard.

“So when I came out, I seen the guy van here, and I seen a girl face down here,” Mitchell said.

Mitchell said she was the first to call the police. Initially, she didn’t know the woman was her neighbor until she noticed her helmet on the ground.

“How we identified her was, her helmet is unique because she’s special needs, so she has a helmet and this little... The scrap under the bottom is like characters. And she used to draw, so her bike have graffiti and stuff on it,” she said.

Mitchell said she was the first to call 911 and later shared photos on a neighborhood app, which is how the woman’s parents realized their daughter had been involved.

Witnesses at the scene also took pictures of a burgundy minivan with shattered glass and heavy damage to the front, which matches FHP’s description of the vehicle involved.

Mitchell said speeding is a concern in the neighborhood, which has a posted speed limit of 25 mph. She told News4JAX her own daughter was hit while riding an e-bike on Halloween and hasn’t been back on it since.

The driver was left with minor injuries. The woman died from her injuries at the scene.

We reached out to FHP to learn if the driver would face any charges, but we did not immediately hear back.
