Kevin Rader, D-Delray Beach, filed a bill (SB 432) on Thursday that would require high schools to provide CPR training as part of physical-education curriculums or other curriculums designated by the schools. The training would have to be based on instructional programs established by organizations such as the American Heart Association or the American Red Cross. According to the American Heart Association First Coast, almost a dozen counties in Florida already have required CPR training implemented in their high school curriculum, including Duval, Clay and Nassau Counties. The American Heart Association said theyve been pushing for a bill requiring CPR training in high schools for several years. Its the difference between life or death, explained Amber Wilson, Executive Director of American Heart Association First Coast.

Sen. Kevin Rader, D-Delray Beach, filed the proposal (SB 112) for consideration during the 2020 legislative session, which starts in January. Rader, who would like the study completed by the end of 2021, wants the review to include calculations about the cost to travel to the state capital for members of the public and lawmakers. Tallahassee was selected as the territorial capital in 1824, as it was the midway point between the states two principal cities --- St. Augustine and Pensacola, according to the Florida Department of State. In 1972, the Legislature agreed to build the 22-story Capitol building that stands behind the Old Capitol.

A measure (SB 40) filed Friday by Sen. Kevin Rader, a Delray Beach Democrat, would take the opposite approach, by prohibiting the use of plastic straws and plastic "carryout" bags statewide. The Republican-dominated Legislature eventually settled on a measure that would have placed a five-year moratorium on bans or regulations of plastic straws. A number of Florida municipalities, including Sanibel, Fort Myers Beach and Miami Beach, have enacted ordinances prohibiting single-use plastic straws, DeSantis wrote in a veto message in May. The association said businesses that have multiple locations can find it confusing and burdensome when some local governments regulate plastic straws and others do not.
