The civil penalty announced Thursday by the Environmental Protection Agency is the largest such penalty to date under the Toxic Substances Control Act. EPA said that while investigating customer complaints about Home Depot renovations, it found the company subcontracted work to firms that did not use lead-safe work practices. Of the $20.75 million penalty, Utah will be paid $750,000, Massachusetts will be paid $732,000 and Rhode Island gets $50,000.

Northern Irelandโ€™s Public Prosecution Service upheld an earlier decision not to prosecute 15 soldiers investigated over Bloody Sunday, one of the deadliest days in Northern Irelandโ€™s decades of violence. British soldiers committed more than 300 of the nearly 3,700 slayings during four decades of Northern Ireland strife, but rarely have been charged with murder.

The scandal erupted last week amid reports that more than 80 people, including senior members of Martins party, Fianna Fael, attended a golf society dinner in Galway on Aug. 19. He said organizers and the hotel had assured him that it would be held in compliance with government guidelines.
