EverBank plans possible move out of downtown amid debate over merit of continuing incentives

The possible incentive to entice EverBank to remain in downtown Jacksonville will be discussed at a City Council committee meeting on Monday -- at the same time a major debate is brewing over whether the city should continue providing incentives at all for businesses to relocate or remain downtown.
