Jacksonville Mayor Donna Deegan explains why she put Yanira “Yaya” Cardona, the city’s Hispanic Outreach Coordinator, on administrative leave after she posted a video on Wednesday talking about reports of increased presence of Immigration and Customs Enforcement (ICE) agents across the area.
