Neighbors are shaken up after a man was found dead with stab wounds in an Orange Park Winn-Dixie parking lot on Monday. Deputies with the Clay County Sheriff’s Office found Billy Clark Foster, 38, suffering from multiple stab wounds inside a car parked at the store on Blanding Boulevard.
