Mayor calls allegations of 'racism,' 'toxic' culture at JEA a smear campaign against CEO

Jacksonville Mayor Donna Deegan and JEA CEO Vickie Cavey answered questions Friday at City Hall amid allegations from a city councilmember of a 'toxic' culture & 'racism' at the city-owned utility. Deegan called the claims a smear campaign by those out to control JEA for money and power.
