Should an HOA or property management company be required to post parking rules for visitors?

Residents and outside workers say strict parking rules at some HOA properties are catching people off guard, leading to the possibility of steep fines or towing fees. Should homeowners or property managers & HOAs be responsible for alerting outside workers or visitors to parking rules?
