"We are following up some leads and interviewing several witnesses and neighbors at the scene," Jacksonville Sheriff's Office Sgt. Mike Perry said.
Police have notified some family members of the teens. They said the deaths might have been the result of a drive-by shooting.
"It's very sad that people going around shooting people and killing them -- them being so young," said Doris Mullis, the godmother to one of the men killed. "He has a 4-year-old and a 1-year-old."
According to police, the two victims were driving when someone fired at them, causing them to lose control of their car and crash into a fence.
About one-quarter mile of Commonwealth Avenue was closed for more than four hours while homicide investigators gathered evidence.
"I see it all the time on this side of town," one neighbor said.
Many other neighbors echoed those same sentiments, saying the latest crime -- whatever it turns out to be -- needs to be the last.
"Every night there are gunshots, every night. You don't know if you're going to be ducking inside your house or whatever, but there is always shooting in this area," said neighbor Betty Wilson.
Anyone with information about Monday's incident on Commonwealth Avenue is asked to call Crimestoppers at 866-845-TIPS.
