PALATKA, Fla. – Two days after deputies arrested a husband and wife accused of tying up their 1-year-old twin boys, new details are emerging.

According to a police report, a deputy with the Putnam County Sheriff's Office went to Michael and Kaitlynn Turner's home Monday morning looking for someone else.

The report says that when Kaitlynn invited the deputy in, he immediately noticed "the house smelled of dirty diapers and household garbage."

As he walked through the home, he saw one of the boys in a "dirty playpen on his stomach with his hands tied, whimpering and struggling to hold his head up," according to the report.

The deputy said the child also had bruises, and another boy was in the bedroom in a dirty blanket, his legs "tied together by a black pair of leggings," according to the report.

Kaitlynn told him she was sorry and she "tied up the boys because she was afraid they would become bowlegged when they got older," according to the report.

Both neighbors and the Sheriff's Office said the couple hadn't lived at the home very long.

Katy Crews, who lives nearby, said she drives by the home constantly.

"I didn't even know there were kids living there. I never seen them," she said. "I was totally, totally appalled. I mean, anyone who can tie their kid up, who would do that, honestly?"

The only other time the Sheriff's Office has been to the home was Feb. 18. Deputies said neighbors called saying they saw someone kicking down the front door, and they thought they heard gunshots.

The Sheriff's Office said it turned out, it was the husband, and he had forgotten his keys and was trying to get in. They said his story checked out.

Deputies said the twins and a 2-year-old boy who was also in the home are in the care of the Department of Children and Families and are safe.
