CPSC updates national emergency room data collection system to track injuries

The U.S. Consumer Product Safety Commission (CPSC) announced a major overhaul of its national injury tracking system, promising faster hazard detection, broader geographic coverage, and stronger consumer protections.

The modernized system — called NEISS-Remodel, or NEISS-R — is expected to be fully operational by early 2027.

Officials say the new system will not only improve consumer safety outcomes but also deliver a more cost-effective use of taxpayer dollars.

Legacy system left gaps in coverage, slowed response

The National Electronic Injury Surveillance System, known as NEISS, has been the nation’s primary tool for tracking consumer product-related injuries for more than five decades. But the system was designed in 1972 for a paper-record era, and its limitations have long hampered the CPSC’s ability to respond quickly to emerging product hazards, according to the agency.

The legacy system relied on labor-intensive, manual review and coding of medical records from roughly 70 of the nation’s more than 5,000 hospital emergency departments. That narrow sample left 14 states without a participating hospital.

All 50 states to be covered for first time

The CPSC says NEISS-R will expand the surveillance network to include all 50 states, adding hospitals in Alaska, Hawaii, the Mountain West, and other regions that were previously underrepresented or absent entirely.

The broader, more geographically balanced sample is expected to strengthen the CPSC’s ability to detect product hazards that may be unique to specific regions, while also improving the overall statistical reliability of national injury data.

Modern technology to speed hazard detection

The CPSC says NEISS-R is designed to identify rare and rapidly emerging hazards far sooner than the old system allowed.

Officials say earlier detection is expected to translate into faster warnings, quicker recalls, and more timely protective action — reducing the number of product-related injuries before they can multiply.

Privacy, security built into new system

NEISS-R will exchange data through a federally designated Qualified Health Information Network, backed by contractual privacy requirements and standardized security safeguards.

The system is built on privacy-by-design principles, limiting data collection and retention to only what is necessary for the CPSC’s statutory mission. The agency says it will also support de-identification of information before it reaches the CPSC, reducing manual handling of sensitive medical records.
