JACKSONVILLE, Fla. – JEA spent about $72,000 on a holiday party for its employees in December at the Florida Theater. It included open bar, food platters, magicians and more. It was a way for the city-owned utility to thank employees for their work.

While utility rates have increased and decreased over the years, JEA has been under scrutiny for its high salaries, raises and a new seven-story, $95 million, headquarters. JEA also has $4 billion in potential projects in the pipeline.
