Man charged in 2023 murder of 32-year-old man outside Blanding Boulevard apartment

JACKSONVILLE, Fla. – A man was arrested and accused of murder in connection with a shooting that happened outside of an apartment on the Westside in April 2023, according to the Jacksonville Sheriff’s Office.

On April 21, 2023, officers responded to the Topaz Gardens Apartments on Blanding Boulevard near Duclay Road following reports of a shooting.

When they arrived, police located Paul Steney, 32, suffering from a gunshot wound. He was later pronounced dead, police said.

During the investigation, detectives learned Steney was being robbed when he was shot by the suspect, who was identified as Matthew Hutchins, 40.

On May 3, 2023, the U.S. Marshal Service located Hutchins for an active violation of probation warrant for burglary, according to JSO.

Detectives continued to investigate the deadly shooting while Hutchins was incarcerated at the Hamilton Correctional Institute.

On April 4, 2024, police obtained an arrest warrant for Hutchins. He was transported to the Police Memorial Building where he was interviewed and later arrested for murder and possession of a firearm by a convicted felon.
