News4JAX reviewed the Jacksonville Sheriff’s Office code of conduct after Officer Christian Madsen was arrested on felony charges tied to alleged false overtime claims, and found policies that speak directly to private conduct, professional representation and sexual-misconduct limits.
Sheriff T.K. Waters announced an Integrity Unit probe that focused on Dec. 1, 2025, through Feb. 7, 2026, after a tip Feb. 12. Investigators say Madsen claimed more than 200 hours of overtime he did not work and was paid more than $14,000; Waters said some of those hours coincided with time Madsen spent at the home of his supervisor, Jaime Eason.

“We started looking into it about three weeks ago, and we did find that he had traveled to her home during those overtime hours, and there was a relationship,” Waters said, later confirming that it was a romantic relationship.
“The cumulative nature of Madsen’s conduct demonstrates a deliberate, ongoing course of criminal behavior rather than a reflection of (an) administrative error or isolated accident,” Waters said.
According to JSO’s Code of Ethics and related conduct policy, the code links private conduct to public trust, and it includes a sexual-misconduct section that restricts intimate activity while on duty.
The agency’s Code of Ethics includes the following:
“… I will keep my private life unsullied as an example to all; …”
Later in the document, under the heading of “Obligation to be Courteous and Represent JSO in a Positive Manner,” agency members are instructed on the following:
- “Members shall conduct themselves at all times in such a manner that reflects favorably upon JSO and that would not:
- Bring JSO into disrepute or ridicule;
- Adversely affect the member’s professional standing and reputation within the community;
- Impair the ability of the member to perform his official duties; or
- Impair the operations and workflow of JSO."
The document later addresses sexual misconduct in a section entitled “Constraints on Behavior”:
“a. Unless in the performance of official duties, members shall not participate or engage in any sexual activity while on duty, including the exchange of messages or media of a sexual nature.
b. Members shall not engage in any immoral, indecent, lewd, or disorderly conduct while on or off duty."
Waters said Madsen has been suspended and the agency will seek his termination, and that Chief of Patrol Support Jaime Eason resigned her position after a conversation with the sheriff.
The Sheriff did not reference any specific JSO policy in regard to his conversation with Eason.
Waters said Eason, who started at JSO in 1999, is now going through an administrative process but declined to share further details about any possible punishment for Eason.
