JACKSONVILLE, Fla. – The Jacksonville Sheriff’s Office released video on Friday detailing the events that happened during a hours-long standoff that ended with police shooting an armed man barricaded in a truck behind a Walmart on San Pablo Road.
Officers were called to the area after Samuel Waters Jr.’s family requested that they serve him with an ex parte court order on May 6.

According to JSO, a family member told dispatchers that Waters lived out of his car, parked in a lot on San Pablo Road.
The officers located Waters’ vehicle, which had a sun visor and other items obstructing the view from the windows. They told him to exit the vehicle, but he did not, JSO said.
They spent several hours trying to get Waters to peacefully exit the truck so he could be taken into custody on outstanding warrants for aggravated assault domestic, resisting a law enforcement officer and trespassing. He continued to refuse to comply.
The SWAT team came in to help with the negotiation, and by 7:15 p.m., the team deployed a “rook,” a specialized, armored vehicle used in high-risk operations.
The rook was used to put gas in the vehicle to force Waters to get out of the truck.
The video shows the rook entering the truck through the driver’s window. Fumes of the gas began to appear, and eventually, Waters pokes his head out of the backseat window, armed with a knife and a gun.
JSO said he shot twice toward the officers, with one shot hitting the rook, causing officers to return fire.
In the video, Waters retreats inside the vehicle, then comes back out, dripping blood, before he falls to the ground.
He was handcuffed and administered medical aid before paramedics could respond.
The last update on his condition was that he was in stable condition at the hospital.
He was arrested on multiple charges, including aggravated assault on a law enforcement officer and resisting a law enforcement officer with violence.
