"At this point we’re trying to piece together all the information we do have," Jacksonville Sheriff's Office Sgt. Steve Rudlaff said. "We do not have very cooperative people at the scene. We do know the vehicle does have some bullet holes. However, we do not have exactly what took place at the apartment complex, but we do certainly have a scene."

Tuesday morning, police identified the victim as 42-year-old Telly Jamell Simmons.

All westbound lanes of the bridge  were closed while the scene was investigated and cleared.

Anyone with information about the shooting or the victim is asked to call Crime Stoppers at 866-845-TIPS.
