EXPLAINER: What's a SPAC, the latest craze on Wall Street?

In the two years since the office-sharing companyโ€™s failed IPO, a new way to launch a stock on Wall Street has become fashionable: SPACs. Special purpose acquisition companies have been embraced by big institutions and small-pocketed investors alike. The goal is to use those millions of dollars to take a private company public without using the traditional initial public offering process thatโ€™s been around for decades. Management has a financial incentive to find an acquisition target โ€” most often management receives a 20% stake in the newly public company. An exchange-traded fund consisting of SPACs and companies taken public through SPAC acquisitions, the Defiance Next Gen SPAC fund, jumped 55% between early November and mid-February.

New White House offer adds $600 checks to COVID-19 relief

Treasury Secretary Steven Mnuchin made the offer to Pelosi late Tuesday afternoon, he said in a statement. Mnuchin reached out to Pelosi after a call with top congressional GOP leaders, including Senate Majority Leader Mitch McConnell, who remains at odds with Democratic leaders over COVID-19 relief. The $916 billion Mnuchin offer, the separate ongoing talks among key rank-and-file senators, and the shifting demands by the White House all add up to muddled, confusing prospects for a long-delayed COVID-19 aid package. McConnell said Congress will not adjourn without providing the long-overdue COVID-19 relief. Pelosi blasted McConnell's offer as an attempt to undercut the bipartisan group whose framework she supports as a foundation for the negotiations.

Virus talks drag on liability as Congress preps stopgap aid

WASHINGTON โ€“ Lawmakers are giving themselves more time to sort through their end-of-session business on government spending and COVID-19 relief, preparing a one-week stopgap spending bill that would prevent a shutdown this weekend. House floor leader Steny Hoyer, D-Md., said on Twitter that the temporary government funding bill is slated for a vote on Wednesday, when it is sure to easily pass. Disagreements flared Monday over one key provision โ€” a proposed liability shield from COVID-19-related lawsuits for businesses, schools and organizations that reopen. Republicans initially proposed a sweeping five-year liability shield, retroactive to December 2019, to protect companies and organizations from COVID-19-related lawsuits. Negotiators suggested a scaled-back liability shield, but a six-month proposal was panned by Republicans and there is no agreement yet from Democrats.

Pelosi sees 'momentum' toward a Covid stimulus deal as job growth slows

The sign of a flagging economic recovery comes amid a renewed congressional effort to pass a pandemic relief bill before the end of the year. House Speaker Nancy Pelosi said "there is momentum" toward a coronavirus stimulus deal after new data Friday showed sluggish jobs growth in the face of an infection surge. President-elect Joe Biden echoed the Democratic congressional leaders Friday after what he called a "grim" jobs report. It is unclear how much the jobs report will affect the contents of a relief bill โ€” or how quickly Congress can pass it. Sen. John Barrasso of Wyoming, the third-ranking GOP member of the chamber, cited Friday's jobs report as a testament to the strength of his party's economic policies.

After working on Obama's 2008 campaign, Deese joined the White House as a member of the National Economic Council and was later promoted to deputy director. Insana: Kudlow is wrong, this is not a V-shaped recovery

White House economic advisor Larry Kudlow speaks with reporters on the driveway outside the West Wing of the White House in Washington, U.S., September 24, 2020. Yes, it's real but it's also coming at the expense of air travel, train travel and mass transit. White House chief economic advisor Larry Kudlow told CNBC Wednesday morning that given recent data, a "V-shaped recovery" remains his base case. In short, consumers will quite easily switch from beef to chicken if the price of beef becomes prohibitively expensive. So, while it makes sense to invest in the beneficiaries of these substitutions, it does not make sense to suggest that a V-shaped recovery is underway by any stretch of the imagination.

Meanwhile, Trump has pointed to the stock market's swift rise as a leading indicator that the economy is back on track. "[Trump] talks about a V-shaped recovery. "[The stock market] is one of the clearest reasons people are taking about a K-shaped recovery," Edelberg said.

Democrats and Republicans dismiss Trumpโ€™s coronavirus stimulus offer, dimming hopes for a deal

"This proposal amounted to one step forward, two steps back," House Speaker Nancy Pelosi said of the Trump administration's stimulus offer in a letter to her members Saturday. Mnuchin and Meadows in a letter to Congress on Sunday said that House Democrats haven't compromised with Republicans on the bipartisan stimulus legislation. Pelosi called the White House proposal's spending on virus testing, tracing and treatment "wholly insufficient" and said Democrats and Republicans remain at an impasse on stimulus legislation until the issues are resolved. Senate Majority Leader Mitch McConnell said Friday that a stimulus package is "unlikely in the next three weeks." Larry Kudlow, Trump's top economic advisor, said on Sunday morning that the president might go "beyond" the numbers that Democrats have called for in their stimulus proposal for certain "key targeted areas."

Scott Applewhite)WASHINGTON โ€“ A new White House coronavirus aid offer got bad reviews from both ends of the political spectrum on Saturday. House Speaker Nancy Pelosi, D-Calif., rejected the most generous Trump administration plan to date as โ€œone step forward, two steps back." The White House had boosted its offer before Treasury Secretary Steven Mnuchin and Pelosi spoke on Friday afternoon. The White House says its most recent offer before that was about $1.6 trillion. It's clear from Saturday's Senate GOP conference call that the skepticism or outright opposition hasn't changed.

Trump raises coronavirus stimulus offer to $1.8 trillion, then says he wants bigger bill than Dems or GOP

The White House on Friday took a new coronavirus stimulus offer to Democrats, believed to cost $1.8 trillion, as the sides work to strike a deal before the 2020 election. The plan would mark an increase from the $1.6 trillion the Trump administration previously proposed. House Democrats passed a $2.2 trillion bill earlier this month, and the sides have struggled to find a consensus in between those figures. In a tweet before the meeting, Trump urged negotiators to "Go Big!" After Pelosi and Mnuchin renewed talks toward a deal early in the week, Trump abruptly told his administration to back out of discussions.

Cavalier White House approach to COVID catches up to Trump

Crowds of people gathered shoulder to shoulder on the White House South Lawn. Instead, he flouted his own governmentโ€™s guidelines and helped create a false sense of invulnerability in the White House, an approach that has now failed him as it did a nation where more than 200,000 people have died. And their use, while technically required, wasnโ€™t enforced in the White House either. Even in the hours after the presidentโ€™s diagnosis, senior White House staff, including chief of staff Mark Meadows and economic adviser Larry Kudlow, walked around the White House complex without wearing masks. The White House, even now, says the face coverings are a matter of โ€œpersonal choiceโ€ for most staffers.

Economy doesn't need more stimulus for a V-shaped recovery, Trump advisor Kudlow says

Larry Kudlow, President Donald Trump's top economic advisor, said Tuesday afternoon that the broad economic recovery from Covid-19 doesn't necessarily require additional fiscal stimulus even if select industries or businesses could benefit from more aid. "I don't think the V-shaped recovery depends on the package, but I do think a targeted package could be a great help," Kudlow said from the White House on CNBC's "The Exchange." "Even though I think the economy is improving nicely, it could use some help in some key, targeted places." "We also wanted to extend the assistance plan, the PPP plan, to small business. I mean, we actually had money โ€“ it's over $100 billion โ€“ that could be repurposed to go back in through that plan," Kudlow added.

House easily passes stopgap funding bill, averting shutdown

The final agreement gives the administration continued immediate authority to dole out Agriculture Department subsidies in the run-up to Election Day. This is cash flow to mom and pop businesses all over rural America," said Texas Rep. Michael Conaway, top Republican on the House Agriculture Committee. Trump announced a new $13 billion allotment of bailout funding at a political rally in Wisconsin last week. But the financial fix had been passed before, and other Democrats, including endangered House incumbents in states like Iowa and Minnesota, pressed for it. In the past, both Democrats and Republicans have sought to use government funding deadlines and must-past temporary funding bills as leverage to try to win concessions elsewhere on Washington's agenda.

House Democrats unveil bill to avoid government shutdown, but McConnell slams lack of farm aid

House Democrats released a bill Monday to fund the government until Dec. 11, but Senate Republicans quickly criticized it, leaving the path to a deal to prevent a shutdown unclear. The plan, which would stop funding from lapsing after the Sept. 30 deadline, did not include a White House request for farm aid or additional school lunch assistance, a Democratic priority. The push to avoid a shutdown comes amid a protracted fight over how to structure a fifth pandemic relief package. Asked before the bill's release about the White House stance on the plan, Trump administration economic advisor Larry Kudlow said "we do prefer additional farm aid" in the proposal. However, he did not say whether the White House would support or oppose the legislation.

What virus? At GOP's convention, pandemic is largely ignored

Only those the White House expected to be in "close proximity to the president and vice president had been tested for COVID-19. But few convention speakers made reference to the virus, while others have discussed it in the past tense. Health and economic impacts were tragic, said White House economic adviser Larry Kudlow on the conventions second night. The White House and campaign refused to say how many in attendance at the events had been tested for the virus. White House spokesman Judd Deere said only that those in close proximity to the president and vice president are screened.

States on hook for billions under Trump's unemployment plan

Equally up in the air is whether states, which are necessary partners in Trump's plan to bypass Congress, will sign on. Many Republicans have expressed concern that a $600 weekly benefit, on top of existing state benefits, gives people an incentive to stay unemployed. But under Trump's plan, the $400 a week requires a state to commit to providing $100. Asked at a news conference how many governors had signed on to participate, Trump answered: If they don't, they don't. I dont think there will be a huge delay.

Trump's pandemic relief orders are limited in scope

NEW YORK President Donald Trump's new executive orders to help Americans struggling under the economic recession are far less sweeping than any pandemic relief bill Congress would pass. A payroll tax deferral may not translate into more spending money for workers depending on how employers implement it. White House economic adviser Larry Kudlow estimated Sunday that the payroll tax deferral could save employees about $1,200 through the end of the year. Trump is proposing that Congress pass a permanent payroll tax cut, but the prospects of such a measure is uncertain. Democrats and some Republicans are against any change to the payroll tax because it could deplete the Social Security and Medicare Trust funds.

WASHINGTON President Donald Trump's national security adviser, who tested positive for the coronavirus, returned to work Tuesday after recovering from a mild case of COVID-19, the White House said. Robert O'Brien has resumed his meetings with the president, said National Security Council spokesman John Ullyot. During his quarantine at home, Ambassador OBrien worked his normal duties. The administration said there was no risk of exposure to the president or Vice President Mike Pence. White House economic adviser Larry Kudlow said earlier that OBriens daughter also contracted the virus and that that is how officials think he was exposed.

Its our goal to make sure that its not antiquated computers that keep people from getting their benefits, Meadows said. The White House and Senate Republicans were racing to regroup after plans to introduce a $1 trillion virus rescue bill collapsed Thursday during GOP infighting over its size, scope and details. Apart from jobless benefits, Mnuchin said Saturday that new $1,200 direct payments would be based on the same formula from the earlier aid bill.

Caruso-Cabrera said that after Congress approved the coronavirus bill and the pandemic was ravaging New York, Ocasio-Cortez stayed in a luxury apartment in D.C. with a Whole Foods in the lobby." Caruso-Cabrera, 51, has vulnerabilities in the overwhelmingly Democratic district. The organization tangled with Ocasio-Cortez in a Texas primary in March, when she backed an unsuccessful liberal challenger to pro-business Democratic Rep. Henry Cuellar.

Op-ed: Forget tax cuts - Here's a five-point plan to help people through the crisis and boost the economy

In addition, he, and others, have also proposed a payroll tax holiday for both employers and employees, as well as a reduction in the capital gains tax rate. It is now widely agreed that a payroll tax holiday won't help employees who have fallen on hard times. As it is, corporations, which have a top marginal tax rate is 21%, pay far less than that in real terms. Instead of further cutting taxes, I am offering a five-point plan that will help individuals through this crisis and boost economic activity without offering additional assistance to those who need it the least. Any additional programs would, especially additional corporate and payroll tax cuts. But this plan will help get people back on their feet more quickly.

White House considers more coronavirus aid as jobs picture worsens

WASHINGTON (Reuters) - The White House has begun informal talks with Republicans and Democrats in Congress about what to include in another round of coronavirus relief legislation, officials said on Sunday, while predicting further U.S. jobs losses in the coming months. The April unemployment rate announced by the Labor Department undercounts some out-of-work Americans, economists say. Advisers said last week the White House would not consider new stimulus legislation in May. Its just informal at this stage, Kudlow told ABCs This Week program, referring to White House discussions with lawmakers. White House predictions on the economy and how quickly a coronavirus vaccine could be rolled out were questioned on Sunday by both Democrats and Republicans.

Kudlow says third round of PPP small business loans might be needed as demand soars

"We waited a little bit too long, I thought, when the last tranche ran out," Kudlow said of the small business loan program. There were over 1.6 million loans approved in the first round of funding. Since then, the SBA appears to have approved more smaller loans, a signal that more money is going to smaller companies. In the first round of the program, the average size of a loan was $206,000, with over 1.2 million loans approved that were worth $150,000 and under. In this latest round, the average loan size is $79,000 with more than 1.5 million loans approved worth $50,000 and under.

Op-ed: 'War bonds' could finance the fight against coronavirus here's how they could work

My colleague, Jim Cramer, made a very interesting recommendation Monday morning, calling on the U.S. Treasury to issue a $1 trillion, 30-year "war bond" to finance our battle against the coronavirus. Patriotic Americans snapped up the bonds and helped finance the war efforts. I have long been in favor of the U.S. extending the maturity of its borrowings since the Great Recession drove interest rates to record lows. Some investors have speculated that the Federal Reserve may put a cap on Treasury yields all along the yield curve. Now, the Fed cannot guarantee that it will hold 30-year bond yields at, or below, 2% forever.

There's a lot of anxiety as small businesses worry the loan money will run out

Some small-business owners are growing increasingly worried that loan money being distributed as part of the coronavirus relief package will run out before they can access funds. The Paycheck Protection Program, which is being overseen by the Small Business Administration, will pay out up to $349 billion in forgivable loans to businesses with 500 or fewer employees. Businesses can qualify to have eight weeks of their loan forgiven if funds are used for certain business expenses, such as payroll and rent. The Small Business Administration approved 130,000 loans worth $38 billion as of 9:30 a.m. on Monday, according to Larry Kudlow, director of the National Economic Council. Business owners like Doug Trovinger are afraid there won't be any money left by the time his application is processed.

The historic $2 trillion CARES Act will be an economic lifeline for gig workers and freelancers

Jonathan Ernst | ReutersThe $2 trillion federal stimulus package signed into law by President Donald Trump on Friday, March 27, will be a lifeline to many gig workers and freelancers. Known as the CARES Act, the law takes unprecedented steps in including the self-employed in the social safety net. It offers freelancers unemployment insurance, for which they generally don't qualify, on a large scale for the first time. But Espinal and other advocates for freelancers and the self-employed say it is imperative that economic aid arrive quickly for freelancers. MBO Partners, a firm in Herndon, Virginia, that provides back office services to independent workers and studies the independent workforce, has been talking with senior leaders at the U.S. Treasury and major U.S. banks to make sure that independent workers can access the resources available through the law, according to Gene Zaino, chairman of MBO Partners.

On Sunday, Trump tweeted that the United States is "doing very well with China, and talking!" The United States has long argued that Huawei poses a national security threat, and has claimed Beijing can use the company's products to spy on other nations.
