Man shot by officers after alleged hostage situation had previous arrests

News4JAX has new information tonight about the man who was shot by Jacksonville Sheriff’s Officers after police say he held a woman and baby against their will inside a Southside home. We’ve learned the suspect 30-year-old Marcus Delay was arrested two times previously this year.
