Former JROTC instructor charged with child abuse after video caught him treating student like dog

A former Duval County Public Schools JROTC instructor has been charged with child abuse after police said he was caught on camera treating a Sandalwood High student like a dog, including using a belt as a “leash” and telling her to do tricks.
