JACKSONVILLE, Fla. – Jacksonville’s Planning Department is seeking approval to update the city’s zoning code rules for home occupations in Section 656 so they match Florida Statute 559.955.
The department says the changes would clarify eligibility and enforcement standards and bring local regulations into compliance with state law governing home-based businesses.

The proposal lays out what qualifies as a home-based business and the limits that would apply, including that the business remains secondary to residential use, preserves the neighborhood’s residential character, and does not generate parking demand beyond what a typical home would.
It also addresses on-site staffing, where most employees working in the home must live there with limited exceptions, restricts where retail transactions can occur, requires compliance with nuisance and hazardous materials rules, and sets expectations for legal parking of business-related vehicles and trailers.
A public meeting held Wednesday afternoon at City Hall, hosted by Councilmembers Jimmy Peluso and Chris Miller, covered the legislation and the related MBRC packet.
