ORANGE PARK, Fla. – Orange Park Mall will open a Clay County Sheriff’s Office North Operations Center this summer, providing a 3,051-square-foot on-site base near JCPenney that mall officials said comes at effectively no cost to taxpayers.
The center will include workspaces for local officers and serve as a local hub intended to increase the law enforcement presence and improve responsiveness in northern Clay County.

“Orange Park Mall has been a gathering place for families and friends for more than five decades,” Randy Bowman, general manager of Orange Park Mall, said. “We are proud to be a part of this community, and our partnership with the Clay County Sheriff’s Office reflects our ongoing commitment to maintaining a welcoming environment for our shoppers while creating more opportunities to connect, build relationships and strengthen trust within the community.”
Sheriff Michelle Cook said the mall’s location makes it a natural site for the new operations center.
“Orange Park Mall has long served as one of Clay County’s central gathering places for residents and families, making it a great fit for our new North Operations Center,” she said. “This partnership reflects the value of strong community relationships and organizations working together to support the people of Clay County.”
Camilo Varela, co-founder and managing partner of Second Horizon Capital, which owns the mall, said the partnership is part of broader efforts to revitalize the center. “This partnership is a great example of the ongoing enhancements to the center and its vibrancy,” he said.
Orange Park Mall opened in 1975 and houses more than 120 national and local retailers, a 24-screen AMC Theatre and more than 20 eateries. The mall is managed by CBRE.
