JACKSONVILLE, Fla. – The JEA board is expected to formally vote on Jody Brooks as the utility’s interim CEO during a public meeting Friday, as Vickie Cavey prepares to leave the position.
The meeting begins at 9 a.m. at JEA headquarters in downtown Jacksonville and is open to the public.
Brooks has served as interim CEO for several weeks. The board is expected to discuss the next steps in JEA’s leadership transition.
Cavey’s resignation comes after nearly four decades with JEA. She became interim CEO in 2024 before being appointed to the position permanently.

Her tenure in the top role has been marked by controversy, including a Jacksonville City Council investigation into allegations and complaints about workplace culture. Employees made accusations of racism and toxic leadership, leading to employee surveys and public testimony.
When Cavey announced her resignation, Jacksonville Mayor Donna Deegan praised her years of public service.
“I think that we all owe Vickie a great debt of gratitude. She is a wonderful public servant. She has served the city well for many years and I’m grateful she came in when she did to really handle a tough situation at JEA,” Deegan said.
The board’s meeting could provide more clarity on the future of JEA’s leadership.
