Activist group accuses officer of racial profiling in crosswalk confrontation

Jacksonville Sheriff's Office reviewing viral Facebook video

JACKSONVILLE, Fla. – A local activist group is calling for the Jacksonville Sheriff's Office to discipline one of its officers seen in a viral Facebook video getting in a heated exchange with a 21-year-old man over a ticket. 

The call comes as a second video capturing the incident surfaced on Friday.

Devonte Shipman said he was crossing the intersection of Arlington and Lillian roads on Tuesday when an officer stopped him and his friend. 

Shipman was issued two citations -- one for failure to obey a pedestrian control signal and the other for failure to show a driver's license.

The Jacksonville Community Action Committee said Shipman should have never have received the tickets in the first place, and the focus should be on why he was stopped when so many people jaywalk. 

"We think this officer racially profiled Devonte Shipman and we don't need more racial profiling by JSO officers," said Michael Sampson, with the Jacksonville Community Action Committee. "There's a lot of stuff happening in Jacksonville. I think JSO should focus their time on focusing on actual issues and not spending thirty minutes wanting to harass someone who is crossing the street."

The Jacksonville Community Action Committee said the officer seen in the video overreacted -- even if he acted lawfully. 

The new video shows a different vantage point of Shipman receiving the two tickets, which have a combined total fine of close to $200.

According to the activist group, the driver's license ticket is questionable. Some have said it doesn't even apply in Florida -- another reason why the group is standing by Shipman and questioning police.

"The sheriff needs to do the right thing and suspend this officer and fire him. We shouldn't have JSO officers out on the street who are harassing people and have no knowledge of the law and they're representing JSO," Sampson said. "We think that's a disgrace."

The Sheriff's Office told News4Jax that it's reviewing the video. It's unclear whether the agency is also looking at the second video.

News4Jax has chosen not to name the officer, but has requested his employment file. The Sheriff's Office said that request is still pending.

"When JSO investigates their own officers, we get no accountability. What we're looking for is police accountability. We need a police accountability council, which would have the ability to investigate police crimes by the Jacksonville Sheriff's Office," Sampson said.
