A woman told Jacksonville police that Follow showed up at her house Monday with a rifle and asked her to drive him somewhere. She told him no, and he apparently left, according to the report.

When she returned home Tuesday, she found a pile of her uniforms burning in front of the house, and Follow was inside the house, the report said.

She told police she was able to distract him and run from the home.

SWAT responded and police could be heard on a loudspeaker early Tuesday talking to the man inside the home on Saranac Street off Commonwealth Avenue.

An officer could be heard asking him to come out with his hands up.

Shortly after 7 a.m., he surrendered. As he left the home, the officer could be heard over the loudspeaker saying, “you're doing the right thing.”

The standoff forced some nearby homes to be evacuated overnight and closed part of Commonwealth Avenue during rush hour.
