Who are the prospective candidates vying to become the next Duval County superintendent?

JACKSONVILLE, Fla. – The Duval County school district is making strides to continue its search for a new superintendent with hopes of filling the position by May.

The school district suspended its search in 2023 after the first attempt to find a replacement for Dr. Diana Greene did not succeed in providing enough qualified candidates.

Candidates have until April 15 to apply. As of now, there are four candidates on the list. But who are they?

Dr. Corwin Robinson

Dr. Corwin Robinson, who applied in the last round of searches, is a program administrator for the St. Tammany Parish School System in Louisiana. He has over 20 years of experience in education. He’s served as a superintendent for Lake County Schools and assistant principal for the Clarksville Montgomery County School System in Tennessee.

In his most recent role as the principal of the St. Tammany Parish School System in Louisiana, he helped aid in the school’s growth and maintained a $10 million budget.

The retired U.S. Army colonel graduated from Walden University, Tennessee State University, University of New Orleans, Northwestern State University and Southeastern Louisana University.

“As Superintendent, I am highly motivated and energized to lead and serve the students, parents, and community. I can be at the forefront of positive change and set a cutting-edge [sic] vision and direction. I have developed creative and innovative processes in previous positions, significantly impacting business practices within these organizations,” Robinson said.

Dr. Sito Narcisse (WJXT)

Dr. Sito Narcisse

Dr. Sito Narcisse stepped down in January from his role as a school superintendent of the East Baton Rouge Parish School System. This was after the school board voted not to renew his contract. He served in that role with the second-largest school district in Louisiana for three years.

He also has experience working as a chief of secondary school for the District of Columbia Public School in Washington D.C.

He graduated from the University of Pittsburgh, Harvard Business School, Vanderbilt University and Kennesaw State University.

“I’ve worked in other large complex school districts like the Duval County Public Schools System. I recognize the challenges faced and the creative solutions required to improve student outcomes, support teachers and staff, and help families navigate and advocate for their children,” Narcisse said.

Dr. Carlos Perez (WJXT)

Dr. Carlos Perez Jr.

Dr. Carlos Perez is another returning candidate. He applied for the job in the 2018 search. He is currently the executive director of the Education Reform Project, an education nonprofit startup in Miami Beach. He also served as Director of School Quality in New York.

Perez would come to DCPS with over 25 years of educational experience. He’s served in several roles from an adjunct professor at the Florida Atlantic University to a high school and middle school principal in New York.

He graduated from Northeastern University, Stony Brook University, Hofstra University and Long Island University.

“I am enthusiastic and prepared to contribute my knowledge to your district. With experience supervising teachers, staff development and team building, I have begun the process of exceeding faculty goals through effective internal and external communication,” Perez said.

Dr. Sylvia Mitchell

Dr. Sylvia Mitchell applied with 24 years of experience in education. She is a Florida native, hailing from Leon County.

She’s served in various roles such as superintendent of schools and assistant superintendent of Promise Community School, and vice president of IDEA Public Schools in Tampa Bay.

She’s also served as an executive leadership coach and campus-based administrator for elementary and middle schools. She graduated from Capella University, Walden University, and Florida A&M University.

Mitchell said she has a focus on school transformation, leadership development, executive coaching and strategic planning.

“I have a strong desire to return to the great state of Florida and serve the community where I have deep roots. I am deeply committed to making a positive impact on the lives of students and families in Duval County and am excited about the opportunity to contribute to the continued success and growth of Duval County Schools,” she said.

Dr. Ronnie Dotson
