He has been with Naval Criminal Investigative Services (NCIS) since 1999, including two years as the inspector general for NCIS. Lascell was also the special agent in charge of the NCIS Southeast Field Office at Mayport and had served as the senior NCIS representative to the National Joint Terrorism Task Force at the FBI for a year.

The contract for this position is four-years with a $200,000 salary. It includes a $15,000 increase in salary when he obtains the Inspector General Certification, which he must do within 24 months.

The rules committee approved his appointment 7-0. It will go before the full city council next Tuesday.

Lascell will fill the opening left when inspector general Lisa Green resigned in January. She was put on leave in November and was under investigation for complaints of inappropriate behavior.
