DUVAL COUNTY, Fla. – An arrest report is now revealing disturbing details about the arrest of a Duval County teacher last week.
Brian Wilker Orr, 42, a teacher at Darnell-Cookman School of the Medical Arts is facing multiple felony charges after allegedly slapping a student on the buttocks and sending a deeply disturbing email to students and school employees, according to the Jacksonville Sheriff’s Office arrest report.
Orr was taken into custody Thursday night and booked into the Pretrial Detention Facility. He faces three felony charges: child abuse, offenses against students by an authority figure, and indecent, lewd or lascivious touching of certain minors.

Incident at school
According to the arrest warrant affidavit, the incident occurred around 3:24 p.m. Thursday inside the school. The victim told officers that Orr walked up to her, grabbed her left arm, turned her to the right and slapped her on the buttocks.
“I’m just playing,” Orr allegedly told the victim after she pushed away from him, according to the report.
The victim reported the incident to school staff. The encounter was captured on school surveillance cameras, which officers and school officials reviewed — and which confirmed the victim’s account, according to the report.
Disturbing email sent to students, staff
According to JSO, on the same day as the physical incident, Orr also sent an email to numerous students and Duval County School Board employees with the subject line “My day of harassment and terror.”
In the email, Orr allegedly wrote that he was “outing himself” as a serial rapist and abuser and described his actions toward young female students in graphic and disturbing terms.
Investigators noted that the email — combined with the physical incident captured on video — established lewd intent, which factored into the charges filed.
Arrest, bond conditions
JSO’s Community Problem Response Unit located Orr at his home and arrested him in the front yard. He was transported for an interview before being booked.
Bond was set at a total of $275,009 across three charges: $150,003 for the offense against a student by an authority figure, $75,003 for the lewd touching charge and $50,003 for child abuse.
As conditions of his release, a judge ordered Orr to have no contact with minors, the victim or any witnesses; wear a GPS ankle monitor; stay away from all Duval County School Board property; and remain off the internet. He also may not come within 1,000 feet of Darnell-Cookman.
Principal’s message to families
In a message to families, Darnell-Cookman Principal Paul Davis said the arrest of Brian Orr followed an active investigation by DCPS Police and the Jacksonville Sheriff’s Office.
“Because the investigation is ongoing, I am limited in the information I can share at this time,” Davis said. “However, I will continue to communicate with our school community as additional verified information becomes available and when appropriate.”
Davis said school officials are cooperating with law enforcement and that the safety and well-being of students and staff remain the school’s highest priority.
