Police identify man killed crossing 103rd Street

Michael Rowe, 56, was crossing near Brannon Avenue

JACKSONVILLE, Fla. – A 56-year-old man died Monday night after he was hit by a car while attempting to cross 103rd Street at Brannon Avenue, the Florida Highway Patrol said.

Francina White, 49, of Jacksonville, was driving a Hyundai Sonota west at 9:20 p.m. in the right lanes of 103rd Street, about 1.5 miles west of I-295. Michael D. Rowe was attempting to cross 103rd Street when he ran into the path of White's car and was struck.

Rowe, who lived only a few blocks from the scene, died at the scene, troopers said.

A friend told News4Jax that Rowe often walked to a nearby store, which is what he was doing Monday night when he was hit.

According to the accident report, no charges are expected against the driver.
