JACKSONVILLE, Fla. – A JEA water and sewage-improvement project on San Jose Boulevard is causing some flooding issues when it rains.

The project, which began earlier this month on San Jose Boulevard from Cornell Road to San Marco Boulevard, includes sandbags lining parts of the road and blocking drains, which JEA said is required by the St. Johns River Water Management District to prevent sediment and debris from flowing into the river during construction.

After the sandbags led to major flooding Monday, making the evening rush hour traffic even more difficult than usual to get through, JEA spokeswoman Gerri Boyce said workers visited the area Wednesday morning as the rains picked up again.

JEA asked water management officials if they could remove the sandbags in areas outside of Wednesday's work zone to allow the road to drain.

The sandbags in the work area must remain in place.

An employee at Watson Realty off San Jose just north of University Boulevard said San Jose is already busy. Add the sewage project and the rain and she said it’s now a mess.

"I think the sandbags actually contributed to the problem," said Donna Williams, who works along San Jose Boulevard. "I had to go home down the road a ways and the roads were definitely flooded. There was nowhere for the water to go, so it did lay on the road."

The project isn’t expected to be complete until the end of October.
