The 43-year-old woman, who has a history of mental illness and drug abuse, told Delray Beach officers she went swimming in a flood-control canal near her boyfriendโs home March 3, the day she was reported missing, a police report released Wednesday said. In shallow water, she said she found a door, which took her into the sewer system. She said she began walking through the tunnels and became lost. She said she wandered the system for 20 days before she saw some light and walked toward it, where she found a storm drain Tuesday.

Images show Delray Beach police and firefighters surrounding a storm drain near the intersection of Atlantic Blvd. AdโThey did in fact, to their surprise, find a woman stuck in that storm drain,โ said Moschella. Her knees were all scraped up.โAuthorities arenโt sure how the woman got into the storm drain or how long she was down there. โIt appears she may have been in that storm drain for at least a couple of days, perhaps longer,โ White said.

Kevin Rader, D-Delray Beach, filed a bill (SB 432) on Thursday that would require high schools to provide CPR training as part of physical-education curriculums or other curriculums designated by the schools. The training would have to be based on instructional programs established by organizations such as the American Heart Association or the American Red Cross. According to the American Heart Association First Coast, almost a dozen counties in Florida already have required CPR training implemented in their high school curriculum, including Duval, Clay and Nassau Counties. The American Heart Association said theyve been pushing for a bill requiring CPR training in high schools for several years. Its the difference between life or death, explained Amber Wilson, Executive Director of American Heart Association First Coast.

Earlier this year, an engineering firm delivered a report to the Delray Beach city commission that found that eliminating flooding in the city' most vulnerable neighborhoods would cost an estimated $378 million. "It will cost more than that for the state of Florida to ultimately build these defenses." There are also questions about how long South Florida can build its way out of this problem. Since receiving the report, Delray Beach says it has begun repairs to one pumping station and is developing plans to protect two more of its most flood-prone neighborhoods.
